Join all your peers for this exciting session in which you will hear Wipfli’s perspective on management issues important to the ongoing success of your organization.  Kicking off the 9th Annual Grant-Funded Programs Management Conference, Howard Gesbeck will share information on what's new and changed in grant-funded programs. He will review the relationship of the Federal laws, regulations, OMB circulars, and other kinds of information. He'll discuss which takes precedence over another, changes that have occurred in the basic Federal regulations applicable to Federal grant programs in the last couple of years, and how to keep at peace with those important funding sources.

In addition, Gerry Zack, a nationally recognized expert on fraud related issues, will speak on common fraud issues that are plaguing organizations today.  He will discuss what to look for, and how the prevention of fraud is an important best practice for all agencies.

Finally, Steve Lipton will provide an overview of the new and exciting changes with Wipfli’s Grant-Funded Program practice area.  Steve will also provide an overview of the things you need to know to maximize your benefit of attending the Grant-Funded Programs Management Conference.

The FY 2008 Office of Head Start Monitoring Protocol (formerly know as the Program Review Instrument for Systems Management - PRISM) was released on September 24, 2007. For 2008, the wording of many questions has been revised and many new questions have been added to the prompts. Attend this webinar to ensure your organization is in compliance and ready for review!

The Fiscal Management section is broken down into the following six subsections; Organizational Capacity, Use of Head Start Grant Funds, Grant Property, Compensation, Financial Reporting, and Internal Controls.

There are 38 main compliance questions relating to fiscal management. Each main question has 'prompts' that tell the reviewerswhat to look for and includes items to be discussed with the fiscal officer, fiscal staff, other staff and board members.

In this updated session, we will:

  • Review all of the questions in the Monitoring Protocol-Fiscal Management section
  • Discuss the types of documentation needed to show compliance with the Head Start program regulations
  • Explain how the checklist can be used internally by each Head Start program to improve fiscal operations

One of the most important issues today for every Head Start program is to be fully enrolled — all children must meet Head Start eligibility requirements. If a program is under-enrolled or over-enrolled, this could result in a finding of non-compliance or even a deficiency. If a program has enrolled too many over-income children, then the cost of serving the excess over-income children can be disallowed. It is important that all staff in a Head Start program understand these and all other Head Start eligibility requirements.

In this session, we will focus on the current Head Start income eligibility requirements. We will discuss the two different definitions of family and when to use them, the different ways to determine a low-income family, the two programs that qualify as "public assistance,” what is and is not income, the period of time to consider, and more! In addition, we will discuss the Office of Head Start Policy Clarifications relating to income eligibility.

Finally, we will discuss the provisions in the recently signed Improving Head Start for School Readiness Act of 2007 income eligibility including:

  • Homeless children
  • Families with income between 100% and 130% of the poverty guidelines
  • Military pay that can be excluded
  • Enrollment reporting
  • And more

The Improving Head Start for School Readiness Act of 2007 made significant changes to the Human Resource responsibilities in a Head Start program.  Join this new session to discuss proactive actions you can implement now to begin adopting these changes. 

Together we will talk about:

  • Adjusting personnel policies in regards to hiring, evaluation, termination and compensation of employees
  • Governing body and policy council involvement in personnel policies and procedures regarding hiring, evaluation, compensation, and termination
  • Staff qualifications and development including teaching degree requirements and timelines, and having professional development plans for all fulltime employees who provide direct services to children
  • Ramificaton of the Fair Labor Standards Act (FLSA) and degree requirements

The Improving Head Start Readiness Act of 2007 was signed by the President on December 12, 2007. We have been waiting for this reauthorization since 2003. It is the biggest change to EHS/HS since the program was created over 40 years ago. There have been numerous changes to Head Start over the years, but never as many as this.

As leaders of EHS/HS, you will need to deal with changes in almost every area of your programs, including:

  • Governing Board (membership, conflicts of interest, responsibilities)
  • Policy Council (similar to the past with specific requirements)
  • Fiscal Management (accountability, transparency, new reporting, compensation limit, auditing)
  • Human Resources (staff qualifications and degrees, personnel polices, professional development)
  • Eligibility and Enrollment (new definitions, new monthly reporting, potential loss of funds)
  • Designation of EHS/HS agencies (5 year grants, recompetition, deficiencies)
  • Transportation (waivers, impact on non-federal share)

This session will be focusing on changes in the Act regarding the areas mentioned. In addition, there will be a discussion of actions that each agency can implement immediately to be in compliance with this new law.

Wipfli GFP staff have combined the 2007 revisions with the 1998 act by striking out the deletions and bolding the new words and provisions. The complete version of the HS Act will be available for downloading after the conference at www.gfpinvegas.com, along with a comprehensive outline of the revisions.

On the same day the act was signed by the President, we presented a Webinar covering the Head Start Reauthorization Act. After the Webinars, we sent out a survey to each participating agency, and every agency that responded said that the webinar would help them do their job and that they would recommend it to others. We received many comments like:

  • "Thank you for going through the reauthorization in detail and sharing this valuable information with all of us!"
  • "I especially appreciated the action items."

However, our favorite comment was:

  • "Loved It, Loved It, Loved It! Howard has a gift for cracking open your head and pouring in an amazing amount of info."

Cash flow is the life blood of every organization. Implementing best practices and effective internal controls to manage disbursement, and collect and process cash receipts will help you have necessary resources available as efficiently as possible. Please join us for this updated session to get ideas on process streamlining and improved internal controls that you can apply immediately.

We will discuss the many aspects of best practices in cash management including:

The IRS recently revised the IRS Form 990, so now is the perfect time to get familiar with it. This session will go through completing the current 2007 Form 990 and will discuss some of the key considerations for the revamped Form 990 for 2008 to get you ready to file that return.

The group with then (with the help of some volunteers from the group!) attempt to solve a fraud case. You'll be given a set of facts and while some members of the group play the parts of various employees of an organization, you'll be asked to determine what type of fraud took place and who did it! You'll be permitted to ask questions of the role players. This case will give you a feel for how difficult it is in real life to determine whether a fraud has taken place, and how to go about figuring it all out.
